The idea of establishing INSANIAH was sparked when two High Officials of the state government, in 1993 namely Yang Berhormat Dato' Paduka Hj. Ahmad Basri Mohd Akil, Kedah State Government Secretary, and Mr. Hj. Sukri Hashim, General Manager of the Kedah State Islamic Foundation (YIK) has visited Cairo, Egypt, to visit Kedah students studying at Al-Azhar University and examine their welfare. Starting from here, there was a proposal to be submitted to the state government, creating an Islamic higher education center in the State of Kedah Darul Aman. In this regard, the Honorable Menteri Besar of Kedah Darul Aman at that time, Tan Sri Dato' Hj. Othman Hj. Arof has ordered that a paper be drawn up with the concept of establishing an Islamic Higher Education Institution in the State of Kedah that implements a twinning program with Al-Azhar University, Egypt, and conducts a working visit to make preliminary consultations with Al-Azhar University on March 26 to 31, 1994.
Kulliyyah Syariah was established in 1995 corresponding to 1416 Hijriyyah simultaneously with the establishment of the Kedah Darul Aman Institute of Islamic Religion. As same as Kulliyyah Arabic and Kulliyyah Usuluddin, studies at Kulliyyah Syariah are carried out for four years. At the initial stage, studies are done in the form of collaboration with Al-Azhar University, Egypt for the Sharia Masters Program in the form of 3 + 1 (3 years at INSANIAH and 1 year at Al-Azhar). Then, after getting full MQA accreditation, studies are conducted entirely in Malaysia.
